第29回優秀賞Democratisation Council: To Meet Responsibility toPrevent Humanitarian Emergencies秋山肇AbstractThis paper proposes to establish the United Nations Democratisation Council.Recent Arab uprising shows that people demand democracy and uprisings canoccur in other regions too. However, there are still many authoritarian regimeswhich restrict people’s rights. The Human Rights Council and other organisationscope with issues of human rights and democracy, but they do not work effectivelyto democratise states. To democratise states, the Democratisation Council shouldbe established. The Democratisation Council classifies states to Free states, PartlyFree states and Not Free states as Freedom House does with the assistance of NGOsand local specialists. The Democratisation Council will advise Partly Free statesand Not Free states to democratise states. If Not Free states fail to democratise,the Democratisation Council asks to help democratising states. If the state refusesit, the Democratisation Council reports to the Security Council because it can be athreat to peace. If the state accepts it, a field team will be sent. A field team mainlyworks on democratisation and industrialisation. In the area of democratisation,a field team works on transplacement, election under judicial independence andeducation. Transplacement is the term coined by Samuel Huntington, and it refersto the democratisation process with the cooperation of autocrats and opposition.With transplacement, there will be no conflicts in the process of democratisation.995
