As seen in the ranking above, as a relatively small island country, Japanis one of the most exposed countries on earth to disasters (almost half of whichare in the greater Asia-Pacific region) in terms of disaster risk. Therefore, Japanwould be a perfect choice for the consolidation of the new Human Security DisasterManagement Division, centered in Asia in the historical focal point of Kobe. Therole of the UN could shift to a more proactive and regionally-based partnership, inthe wake of the worst natural disaster in human history, coordinating the functionsof DRR, Preparedness, Response and Recovery. While disasters remain inevitable,prompt measures such as this could reassure public confidence in both the UN and inpartnering countries throughout the Asia-Pacific region and beyond.ConclusionAs with all new proposals, there could be a certain amount of bureaucraticresistance by those people and organizations most affected by change. Some alsomight object to the potential militarization by including the SDF and other nationalforces in a civil-military partnership for disaster management, although recent publicopinion polls in Japan do not reflect such sentiment. In fact, in many Asian countries,the national militaries are part of the de facto first responders to disasters, due totheir own internal self-sufficiency and logistical capabilities. All these objections arevalid, but can be addressed in turn as part of the overall reform process.Nonetheless, the critical goal to focus on is the greatest protection of HumanSecurity for those most affected by past, present and future disasters. With thecreation of a new Human Security Disaster Management Division, the UN couldreassert its role as the premiere global coordination mechanism for protecting those952
