Such a new UN body could be called the Human Security Disaster ManagementDivision, with an overall HQ in Kobe, Japan, as an acknowledgement of the historyand special significance of the Kansai region of this country as being especiallyaware of the consequences of disasters. Japan, as one of the largest contributors tothe overall UN budget, would finally get the recognition it deserves as well, in termsof having a larger and more visible role in the active Division-hosting process. WithJapan’s considerable history of and experience with dealing with disasters, such asthe Great Kanto Earthquake of 1923, the Kobe Earthquake of 1995 and the 2011Great East Japan Earthquake, placing the new Human Security Disaster ManagementDivision in Kobe would be a logical choice and also a good way for a new UN Divisionto assume a leadership role for disaster management in the Asia-Pacific region.As the majority of natural disasters occur in Asia, which is the world’s mostpopulated region, the Human Security Disaster Management Division would be wellplacedto take on a proactive role for the prompt coordination of DRR, disasterPreparedness, Response and Recovery. This would be a seamless and continualprocess, whereby the various aspects of the disaster management cycle wouldbe managed by cooperating Offices under the overall operational control of theDivision. Furthermore, civil-military coordination would be managed by an additionalOffice of subject-matter experts from both military and civilian disaster Responseorganizations of member countries. Again, to use Japan as an example, it could sendboth Self-Defense Forces (UN) personnel as well as Japan International CooperationAgency (JICA) staff who were experienced in sending disaster Response teams intoearthquake or tsunami-affected areas.By consolidating the specific mission of disaster management into one dedicatedDivision, the UN could gain much in the way of building public confidence while948
