But today, they are accosted everyhour, on satellite television in some dingy village community hall, with the vast chasmthat separates them from the literate world. They become easy fodder for the likes ofthe Taliban or the Mujahideen or even some activist NGOs who exploit the ignoranceof the illiterate for their own purpose. This is the neo-modern challenge of worldsecurity. Its impact upon world peace and security is there for all to see. The WorldDevelopment Report 2000/2001 provides ample evidence of this epidemic. UNSG,Kofi Annan 2has remarked that“globalisation has begun to generate a backlash…(Because)the benefits and opportunities of globalisation remain highly concentratedamong a relatively small number of countries and are spread unevenly within them.”Unless marginalisation of communities or countries can be prevented, conflicts,both within nations and between nations and peoples, will remain. Education has akey role to play in bringing peoples together, building bridges of understanding overchasms of ignorance, creating capacity for gainful employment, and above all enablingmore informed decision making. However, education still comes at a cost. The poorchoosing between bread for survival now and the blackboard for prosperity laterinevitably choose the former. Much of the insecurity that exists in this world arisesfrom poverty and poverty has its roots in illiteracy. To quote Bill Gates“Poverty isthe major security problem both within and without our country. These days the havenotshave many windows to the haves, and resentment is inevitable. It is the breedingground of disorder and terror, and it is absurd to think that a stable new world ordercan be built on such an uneven foundation…”Security has a new ingredient-education.Reforms in the United Nations are perhaps overdue as an evolutionary measure.Optimistically,onecanviewthisasanopportunityto“reshapetheUnitedNationsso2 http://www.un.org/millennium/sg/report/summ.htm.
