第28回最優秀賞mechanism for timely coordination of disaster Response.In this sense, natural disasters can be viewed through a Human Securityframework, as a way to link the broader tasks of disaster Preparedness, Responseand Recovery from the acute to longer-term phases. The role of the UN, as theprimary global responder in large-scale natural disasters, can also bring added valueto domestic Response operations as well. This essay seeks to evaluate a potential newrole for the UN in terms of better Disaster Management coordination and HumanSecurity, especially in regard to large-scale, sudden onset events, such as earthquakesand tsunamis.A new role for the UN in the provision of Human Security and DisasterManagementWhat I would propose that the UN’s role and efforts should be in this caseis to build on the outstanding work of UN OCHA, ISDR and UNDP by combiningall disaster-related programs, such as DRR, Preparedness, Response, and earlyRecovery, into a single, centralized body. Based on Madame Ogata’s and AmartyaSen’s interpretation of the concept of Human Security, seeking both freedom fromfear and freedom from want, I would expand this idea to include freedom fromdisasters. I would not mean to imply that human beings could achieve total freedomfrom disasters, as they are a part of our existence as inhabitants on our shared planet.What I mean to say is that through the direct consolidation of all disaster-relatedprogramming into a new, centralized body of the UN could be the critical step torestoring public confidence to rebuild following a terrible disaster such as the onewhich struck Japan on 3/11.947
