The difference is that, in normalcircumstances and under established guidelines, such militaries would be operatingwith the broad consent of both the international community and the affected country/population. 8Human Security, in a manner similar to its key linkages of Human Rights,Conflict and Development, can also serve as a means to bridge the gaps betweenDisaster Preparedness, Relief and Recovery in a single theoretical framework.Based on such an applied framework, different organizations (civil-military, nationalinternational,local-regional) at all levels can work together to integrate variouscomponents of disaster management such as Disaster Risk Reduction, Preparedness,Response and Recovery involved for more comprehensive protection of the mostvulnerable human beings.Human Security is a therefore an effective way to address these componentsand their related challenges for modern societies in a more comprehensive manner.As the continent with the majority of the world’s population living in an increasinglyurbanizedsetting, Asia faces multiple challenges to Human Security.
