Commission on Human Security (2003) also states“Human Security connects differenttypes of freedoms- freedom from want, freedom from fear and freedom to take actionon one’s own behalf”(2003.) Rather than just focusing narrowly on protection fromconflict, adding the categories of physical and social vulnerability to disasters canoffer a broader and more relevant view of Human Security. With continued increasesprojected in urbanization, climate change, energy use and natural disasters in theAsia-Pacific region in the next few decades, such freedoms literally become a matterof human survival.Furthermore, the increase of natural disasters presents complex challenges,with cascading effects of greater instability in countries (such as Haiti or Sri Lanka)or regions already suffering from conflict or poor infrastructure. Ambassador YukioTakasu, Special Adviser on Human Security to the United Nations Secretary-General,states that Human Security can address such vulnerable populations and add value insituations of both conflict and natural disasters, including better protection of victims,more effective enforcement of humanitarian norms and greater involvement andcoordination of sub- and non-state actors in the role of assistance 7 .Dr. Vesselin Popovski of the UNU has also spoken of the key role that HumanSecurity has played in unifying diverse areas of study such as Peace and Security,Development and Human Rights by adding fresh language and strengthenedcoordination among various actors both within and without the UN system. Healso stated that Human Security can play a larger role in defining non-traditionalsecurity threats such as natural disasters, by encouraging greater coordinationamong multiple actors, including military forces.
