Interms of the pyramid structure, the most fundamental of these needs are found at thebase of the pyramid. Basic needs such as Physiological (food, water, warmth, rest) andSafety (security, safety) are most critical to human survival, and must be consideredas a priority in the overall experiential nature of human life on earth. These basicneeds are also related to the concept of Human Security, in terms of protecting themost basic freedoms from fear and want. In the sudden eruption of large-scale, rapidonset disasters like hurricanes and tsunamis, such basic needs are met by prompt andcapable, coordinated disaster Response to the most vulnerable.937
