第27回優秀賞Law and Development) are, to name but a few, some of the leading knowledge-basedinstitutes providing the results of cutting edge research on scientific, environmental,legal, and economic issues to international environmental policy-makers. 33Sustainable development requires an integration of environmental concerns anddevelopmental aspirations at all levels of governance which requites overhaulingnational and international institutional structures to provide a high degree ofinstitutional coordination and policy coherence. But apart from a few of the verylargest NGOs, most NGOs have worked on either the environment or the developmentside of the equation, and/or focused on a single-issue or a small cluster of issues. Thishas allowed NGOs to specialize, be tightly focused and utilize their limited resourcesin an affective manner. In fact, international NGOs have been particularly resourcefulat identifying mutually beneficial opportunities for cooperation. They are also goodat promoting energy-efficiency technologies in developing and under developingcountries. Many governments and industries are beginning to recognize the economicbenefits of energy-efficiency savings and therefore have been willing to work withinternational energy NGOs and adopt innovative new policies and managementmechanisms. However, it is hard to see any real breakthrough by INGOs in terms ofpatents of innovations8.ConclusionMajority of NGO organizations are working on areas such as peace, education,health, environment and MDGs (Millennium Development Goals).
