第27回優秀賞International NGOs as Engines of Change?- Analyzing their Contributions towards UN ObjectivesLaxmisha Rai1.Introduction“Development can no longer be regarded as the responsibility of government alone. It requires...partnership...with [the] private sector, labour and non-governmentalorganizations... There are many ways in which the special skills and know-how of thebusiness community can help achieve development objectives”.-- Nelson Mandela 1“We have entered a new era of ever-greater partnership, and there are few limitsto what civil society can achieve...it is clear that there is a new diplomacy whereNGOs, international organizations and governments can come together to pursue theirobjectives”-- Kofi Annan, Former UN Secretary-General, May 7th 1999Both of these statements by two world leaders seem far from reality. It was assumedthat INGOs (International Non-Governmental Organizations) and related organizationswill bring lot more positive changes in the world. However, there is no guaranteethat all NGOs really interested in responsible activities throughout the world. Thisessay shows some of the scenarios in which, UN needs to reconsider their decisionconsideringthe-roleofNGOswithinUNandorganizationsofglobaldecisionmaking.1 ?Peter Schwartz and Blair Gibb,“Business, Governments, and Non-governmental Organizations When GoodCompanies Do Bad Things”Responsibility and Risk in an Age of Globalization (Chapter 7), John Wiley and Sons,1999893
