佐藤栄作 受賞論文集

community are weapons of mass destruction, terrorism, the international economiccrisis, the urgent problem of climate change, the achievement of the MillenniumDevelopment Goals (MDGs), the strengthening of the rule of law, human rights, andfood crisis and other significant issues. International civil society, nongovernmentalorganisations and nongovernmental business organisations meet often to find a wayout of this web of interconnected crisis. A recent United Nations High-Level Panelidentified five categories of threats that we face: 1) Poverty, Infectious Disease, andEnvironmental Degradation; 2) Armed Conflict - both within and among states; 3)Organized Crime; 4) Terrorism; and 5) Weapons of Mass Destruction. These are all'threats without borders' - where traditional notions of national security have becomeobsolete. 14Leading organisations like Pugwash feel that regrettably, the internationalcommunity appears not to be seizing, but to be missing this opportunity. 15 Problemsin the post-Cold-War security landscape has to do with the dangers and destructionengendered by local armed conflicts, actual and incipient, arising from all of thetraditional causes of war: religious and ethnic hatreds, disputes over territory andresources, the tensions of emergent statehood, the aspirations of power-hungrydictators, and the stresses of frustrated economic aspirations. 16 Terrorism, nationalismand consumerism continue pose bigger questions in front of concept of civilisedsociety, picture of universal integrity and norms of life style. Unending quest forresources fuel nationalism, mechanism of mass production forces nation states toacquire new markets and economic-geopolitical intervention in search of markets isfuelling terrorism. We are witnessing helplessly this drama where nuclear weaponshave emerged as an epitome actor on the stage of the triangular crisis.82614MohammadElBaradei,DirectorGeneralIAEA;NobelPrizeLecture10Dec.200515 Ambassador Jayantha Dhanapala former UN Under-Secretary General;“Connecting Inconvenient Truths: TheUrgencyofNuclearDisarmamentinaWorldofPressingProblems”;RoyalSociety,1December200916 Nobel Lecture for The Nobel Peace Prize 1995 by John P.
