eliminate tactical weapons. Significantly 2005 UNGA recorded the majority vote; 151to six in favor of full compliance of non-proliferation and disarmament commitments.Idea of disarmament and specifically nuclear weapons elimination seriouslychallenges the quest for power position in the realm of realist foreign policy. Thepolitical agreements like Strategic Arms Reduction Treaty linked aiming at reductionof nuclear weapons of USA and Russian federation expired in 2009. After thebreakthrough discussions between Gorbachev and Reagan in 1986, START has led tothe destruction of large amounts of explosive power. However, 7 there are still some5000 warheads maintained on to fire their weapons after a warning. The renewedefforts of nuclear disarmament are based on principles of transparency, irreversibility, and verification for reductions under the Treaty and by negotiating further deep, verified, and irreversible cuts in their total arsenals, encompassing both warheads anddelivery systems. The steps based on these principles 8 can be described as a) Standingdown nuclear forces, b) Verified, transparent, irreversible reductions, c) Non-strategicreductions, d) Control of fissile materials and nuclear fuel production technology, e)Ending nuclear testing, f) Stopping vertical proliferation and g) Complete nucleardisarmament.Up-to 2005 the movement of nuclear disarmament was slowly going towardsdiminished saturation. Article VI Forum at the UN which originally started toexamine the legal, technical, and political requirements for a NWFW came to rescuethe spirit of movement out of this stagnation. This opened the way for the meetingof diplomats, decision makers for wider consultations and meetings. It recognizedthat priority of abolishing nuclear weapons never“internalized”as a genuine policy8207DavidWolfe,RichardHorton(2010)CommentinLancet,Vol3758 Nuclear Disarmament & Non-Proliferation: A Balanced Approach; Atlanta Consultation II on The Future of theNPT; January 26-28, 2005, The Carter Center
