While there are recentefforts to question the legitimacy, authenticity and universality of United Nationsas a true body to negotiate international disputes, renewed differentiation betweennuclear nonproliferation and disarmament movement has aroused to undermine thework by International Atomic Energy Agency. This essay focuses on institutionalarrangements of treaties, agreements, laws and protocols enshrined in cooperativeapproach to collective security and a rule-based international order. It is effort ofauthor to understand how the institutional arrangements are shaped during thecourse of historical events which evolved around strategic considerations in thegeopolitical environment. There has been cumulative progress in defining the liabilityin case of nuclear disaster.813
