This led the developed countries todeclare a‘war on terror?. For these countries the worst scenario would be that atomicbombs are handed over or developed by terrorist organisations. Hence, the sectorof the supervision and control of nuclear material is hugely important. Recent worldconcerns establishes the WINS. The developed countries aim to promote internationalcooperation through the transfer of technology, material and equipment for thepeaceful and safe use of nuclear energy, monitored by the WINS. 34 It is of the highestpriority that the UN has a duty to halt terrorists from getting nuclear energy andmaterials.The unforgettable thing about the atomic bomb issue is that non-nuclear weaponstates need to push nuclear weapon states towards disarmament. Physically, nuclearweapon states have gained extreme advantages over non-nuclear weapon states, sonuclear weapon states afford to receive some handicaps which lead them to increasestrategic negotiation about the reduction of the nuclear weapons and ratify ?no firststrike? policy. These agreements are guarantees for non-nuclear weapon states, andrepresent an underlying a restriction of attitude for the nuclear weapon states againstnuclearwarfare.34 William J.
