第26回佳作response to North Korea. These occasions explicitly showed that the NPT could nothalt the development of a nuclear program in North Korea, because perhaps it doesnot have any authorised power over the international community. It just left problemsin the NPT as to how effective it was in the realm of nuclear weapons. Fundamentally,it might seem that it is not effective way to negotiate in the NPT because issues ofnuclear weapons are crucially related to security. It meant that the UNSC has moreinfluence and is a better organisation. The UNSC has the authority to deter any stateoutside P-5 from gaining nuclear capability. Thus, the NPT is rendered meaningless.Like, the NPT and the CTBT might be seen to fail in its function. For example,India is called a“threshold”country in the CTBT. 21 The CTBT aimes to stop nuclearand other bomb testing in the countries which like North Korea and Iraq. 22 However,India did not ratify the CTBT and two years later declared they were maintainingnuclear weapons, so this caused on unsettled condition in the world.The conflict between India and China about their border in 1960s caused anincrease in nuclear armament. At that time, China had a nuclear test. And India wasconcerned to respond with the development of nuclear bombs. Correspondingly, therewas warfare between India and Pakistan about Kashmir. The unsustainable conditionencouraged the creation of national power which meant nuclear power. Both countrieshad opposing issues such as religion, national identity and security background. 23Maybe these subjects appeared visible activities. In fact, neither of them joined theNPT. Not only the NPT, but also they have not signed up the CTBT. It means thatthe international framework could not work. This problem causes security issuesbased on opposition between India and Pakistan.
