Considering that about half theworld's population 35live in a nuclear weapons state, debate and discussion amongstthe general public about the issue is rare.One notable exception of this is in Japan, where the constitution 36commits thegovernment towards a policy of self-defense. Whilst this does not explicitly apply tonuclear weapons, discussion about adopting a nuclear weapons capability generatesignificant debate within the community 37and brings into contention whether suchmoves exceeds the authority of the government.In a similar fashion, the UN should consider engaging with the general public andcivil society and encourage them to actively take part in the nuclear disarmamentdebate. Raising awareness about the issue of constitutional and legal safeguardsover the use of nuclear technologies, the role of professional associations in nuclearproliferation and disarmament and what can be done at a“grass roots”level topromote disarmament can spur citizens to consider what the implications of a worldwith nuclear weapons could mean for them.SummaryThe prospects of the elimination of nuclear weapons has always been contingentupon the national interests of nuclear weapons states. The emergence of new nuclearweapons states has dampened the efforts by some states to disarm their nuclearstockpiles.Notwithstanding this, the commitment towards full nuclear disarmament, asenvisaged by the CTBT and NPT, is still strong.
