Regularcontact between the nuclear weapons states, facilitated by the UN, can serve toimprove the relationships between these states.Examples of topics that could be discussed include the necessity for the firstuse option 33 , improvements to nuclear weapons safety, norms for the use of nuclearweapons delivery vehicles, communications between governments and as well thedesign of protocols to safeguard civilian areas from nuclear weapons. Whilst the topicsthat could be discussed can vary, bringing the nuclear weapons states together in acommon forum provides the opportunity for these states to discuss common concernsabout their particular national interests in a non-hostile environment.Consolidate the CTBT and NPTProhibiting the testing of nuclear devices and preventing the transfer of nuclearweapons technology will be an integral part of any nuclear disarmament regime.Currently, some states have yet to commit themselves to the CTBT or the NPT.Indeed, the CTBT has yet to enter into force because not all nuclear weapons stateshave acceded to the treaty. Therefore, by encouraging the remainder of the statesto join the CTBT and NPT, the UN is laying the foundations upon which a futurenuclear disarmament treaty may be negotiated.Additionally, the UN could facilitate and encourage more states to accede to aNWFZ.
