Some nations, such as the US andAfrican countries, have been thinking less and less of this organization, of course, fordifferent reasons, and are reluctant to pay the assessed contributions to the UN. (As amatter of fact, the budgetary problems are attributed to two main elements; delay ofpayment from member states and the frequent use of PKO.) The US said the amountof its financial contribution should be lowered. Japan also wanted its contribution to belowered, while some countries such as Singapore, Korea and Argentina, were opposedsince their share would rise. (This problem was solved only when Mr. Turner, abillionaire who supports UN operations, proposed to pay what his government couldnot pay.) If more and more states come to think likewise and follow suit, the UNwould stop functioning financially. The most important thing is every state shouldrealize the importance of the UN and pay its own contribution without delay. AsMr. Akashi says, those states unable to pay the allotted contributions to the UN, ofcourse, should be punished. 19 Considering the amount of problems the UN is expectedto solve, the total amount of budget should rise. It is also important to change the UNrules about budget. Under the present rule, the UN can receive contributions onlyfrom member states, but either this rule should be reconsidered or the total amountof contributions from member states should rise. The UN should also introduce othermeans to get enough financial resources, including accepting contributions fromindividuals or MNCs.There is some possibility that accepting private contributions would force the UNto serve the interests of contributors. We should avoid this at any cost. We shouldnot link the contributions with special interests to the contributors. This organizationshould stand out as a supreme body of international community.
