第17回優秀賞development of nuclear weapons half a century ago. No moral standards had beenestablished when atomic bomb was first introduced in international community. Itwas only after the tragedy of Hiroshima that people came to realize the importanceof ethics concerning the use of nuclear weapons. No use of nuclear weapons in apreemptive attack became a norm in international community only after Hiroshima.Technology comes first, and morality later. As a result, the nuclear race ran out ofcontrol until it is almost too late. To develop nuclear weapons was difficult but toabolish once-deployed nuclear weapons is much more difficult. The most we can donow is to prevent the use of nuclear weapons. Nobody can guarantee there will be no“accidental”use of these weapons. As Morgenthau worries, history shows that everycountry has been governed by fools or knaves or a combination of both. 18There isalso no guarantee that some irrational leader (irrational at lest from our point of view)or terrorist groups will try to use these weapons. (Even Hitler tried to develop thisweapon.)The same could be said about genetic science and information technology. Withthe present technology, making human clones or cyber terrorism is not a SF story.There are no world-wide standards or regulations in these fields, and each state has adifferent approach to these issues. We need to establish international ethical standardsand regulations before it is too late. Since no other organization can take leadershipin this are, (as I have said, there is no world government to establish and enforcethese regulations), the UN should be involved in this field, for example, by establish anew branch taking care of these fields, otherwise the new century would be a chaoticplace to live in if mankind could survive.The UN has been expected to do too much but given with limited resources.ConsideringapileofproblemstheUNhasbeenexpectedtosolve,wecannotavoid18 Hans J.
