its threat to the future of mankind.(1)Promoting international security;The United Nations was first established in the aftermath of World War II.Realizing the necessity of an international organization that would prevent war andmake the international community a peaceful place, many states agreed to establishthe United Nations. Therefore, promoting international security is the ultimate goalof the UN. Regrettably to say, however, after the balance of power collapsed, manyinternal wars have broken out and the UN has not been able to respond to themproperly. It is also apparent, as I have related, that diplomatic strategy of one countrycould not solve these conflicts, nor could the balance of power even if it still existed.Impatient with the inefficiency of the UN, a new current has risen to think light ofthe UN and act independently or collectively in order to solve some of the conflicts.This became obvious when NATO, with the leadership of the US, bypassed the UNand intervened militarily in Kosovo. We should not make this current a norm inthe international society, otherwise every state would come to act from their ownviewpoint, sometimes, only for their own national interest. History shows every statehas made a mistake once or twice: America in the Vietnam War, Germany and Japanin World War II. No state should intervene militarily in other countries on its own.We should examine the conflict from various viewpoints and decide what kinds ofactions are available to solve it. We can do this job better through the UN. Wheninternational conflicts break out and parties in dispute cannot reach pacific settlementamong themselves, no other state should intervene militarily.If some military intervention is necessary under the theory of collective security,the UN, not an individual state, should act, cooperating with local governments.
