“The Role of the United Nations in the InternationalCommunity of the 21st Century”Sachiko AkashiWe have celebrated the new century. Is it just a coincidence that the UnitedNations is facing an important turning point in the millennium? NATO bypassed theUN and intervened militarily in Kosovo, which weakened credibility of the UN. Whenthe cold war was over a decade ago, everybody was optimistic about the internationalfuture and the UN seemed to hold out new hope for a truly peaceful internationalcommunity. The UN seemed to start functioning well for the first time in its historybecause the two superpowers in the Security Council stopped using a veto power justfor ideological reasons. The end of the cold war and the collapse of balance of power,however, have brought about other types of conflicts that nobody had expected:internal wars, ethnic and religious conflicts. It seems as if the balance of powercontributed to the international peace better than the talk and cooperation.In a situation like this, we need a new international political framework that wouldtake place of the old order in order to promote international security. This newframework is the international community based on cooperation with the leadershipof the United Nations, since the traditional state-to-state negotiation alone cannot dealwith the complicated“global”issues such as deterioration of ecosphere and ethnicreligiousconflicts, nor would the balance of power even if still existed. If possible,the world government, to which each state surrenders part of its sovereignty, isnecessary in order to solve all the problems the international society has been facing.If we sincerely hope to make the world a peaceful place, it is indispensable to40
