UN somehow should represent and stand for the people’s will torestrain unilateralism inducing US into a benign hegemony to support UN neutralinitiative. Is there any role here for NGOs? Can an NGO effectively function as aneutral or a representing power or both? NGOs have much resource to import thepeople’s will into the UN decision making through the meeting with decision makers.Working closely and collaboratively with key negotiators and governments, NGOsmade difference in global environmental politics. With resource of technical knowledgeNGOs helped delegates make the best possible choice among policy options on issuessuch as CO 2 emission trading during the negotiation of the Kyoto Protocol. With NGOs’link to public opinion NGOs shaped public views about climate change influencing thenegotiating process. Yet, Council is not easily parallel to COP, but NGOs influence onCouncil, taking advantage of overwhelming people’s will, is well expected.392
