UN has to find an appropriate balancebetween confidentiality to smooth decision making and transparency to neutralize unilateralism.Non Governmental Organizations could also contribute to the transparency playingthe role of the third party with a far-sighted discrimination.“The NGO WorkingGroup on the Security Council is a group of about thirty NGO representatives whoseorganizations have a special interest in Council matters. Founded in 1995, the groupnow organizes off-the-record briefings almost every week with one of the ambassadorson the Security Council. The group has a special tradition of meeting withambassadors in the Council presidency, but also meets with ambassadors two or threeother times during the year The group also meets from time to time with top UNofficials”(Global Policy Forum). NGO Working Group as an intermediary might openthe window of opportunity for Council to become more transparent in its procedure.“NGOs have a large stake in the work of the Council. The Council’s decisions directlyaffect the core programs of many NGOs. NGOs need good information on theCouncil and its work, so as to better plan and carry out their policy. NGOs also haveimportant information, expertise and experience that they want to offer the Council,to influence its thinking on policy matters”(Global Policy Forum). The reciprocalexchange of the valuable information between NGOs and Council members willprovide the worthwhile channel through which the UN decision making turns to bemore open to the public. With increasing influence on the Security Council NGOswill make the public opinions more recognizable to the Council.“Council membershave found that NGOs can provide exceedingly valuable field information from theircontacts in crisis areas, helping to improve their delegations’awareness of the issues391
