第17回優秀賞“The Role of the United Nations in the InternationalCommunity of the 21 st Century”Sachiko AkashiAbstractThe United Nations is now facing a turning point. After the collapse of’balance ofpower, the international society needs a new political framework. That frameworkshould be the one with UN leadership. The chance of establishing a WorldGovernment in the near future is slight, therefore we should reinvigorate the ruleof the UN in the international community. It is, of course, important for the UN tocooperate with local government, G7, NGOs, and MNCs.The international community has been facing four main problems:（1）promotinginternational security,（2）solving problems in economic and social field,（3）restoringdamage（done to our environment and（4）establishing ethical standards in the fieldof genetic science and information technology.In order to promote international security（to solve conflicts between states orresolve internal wars），the UN should be provided with neutrality and credibility（authority）．To provide neutrality, there should be some reform in the SecurityCouncil. To provide credibility, every state should learn to respect this organization asa supreme body of the international organization.37
