第21回優秀賞“UN Neutrality to Counterbalance AsymmetricPower”佐藤成生Abstract“Illegal”was the invasion of Iraq. In an interview with the BBC World Service,Kofi Annan, U.N. Secretary General, clearly stated his view of the Iraq war. Thecomment was too late to impede US preempt strike. Both US and UK arguedresolutions implicitly authorized the use of force by members States in the event ofIraq’s persistent non-compliance. Whether“illegal”or authorized, the outbreak of Iraqwar is the bitterest reality revealing vulnerability and disability of UN. UN neutralityis partly to blame. With maintaining an attitude of strict neutrality in-between thetwo superpowers in the Cold War, UN could fulfill, though not quite satisfactorily,its function to advance interests of all states. It doesn’t work well, however, with thelopsided power balance of US military supremacy in post Cold War. In the face ofunilateralism strict neutrality often supports the status quo. With counterbalance tosuch asymmetric power UN has to keep quasi, not strict, neutrality to play the role ofimpartial balancer, restraining unilateralism without appearing to struggle on the sideof any one state or any group of states. The opacity of the Security Council decisionmaking, including informal consultations, causes the maldistribution of the relevantinformation which should be shared by all members. It also allows the superpowerof hegemony to maneuver and to manipulate the mechanism to advance its specialinterests. Based upon force rather than rationality, the procedure of decision making381
