A“People’s Assembly”within the UNwould help to overcome a chief concern of many globalization critics: theinternational system’s democratic deficit. In an age where good governanceand democracy at the national level have become accepted norms around theworld, the legitimacy and authority of the UN will continue to erode unlesssimilar standards are met concerning how the world body’s decisions are madeand implemented. Created through a voting formula based upon the principleof one person, one vote, the proposed UN People’s Assembly would play amodest role at first. By expressing views on critical issues of global policyand championing social justice, the Assembly would gradually acquire politicalinfluence and the status as a fundamental pillar in the UN system. Moreover,progress toward democratizing UN decision-making would help to advance amultitude of other, inter-related reform proposals, including the four outlined inthis essay.As noted earlier, extensive and creative thinking has gone into redesigning theUN system of tomorrow. Far less attention, however, has been afforded to concretestrategies for realizing these monumental changes -- reforms that are necessary forthe UN to maintain continued relevance in the next century and beyond.
