Agreements(MEAs)is encouraging, the sole existence of such agreementswill not tackle the problem of transnational environmental damage. Rather,proper implementation, compliance and national and international enforcementare critical for reaching environmental sustainability targets. Serving asa strong dispute settlement mechanism, an International EnvironmentalCourt(IEC)would fill a significant gap in the evolving global system for theprotection of the environment. The IEC would bring greater coherence to theglobal system, as MEAs are administered by secretariats around the worldin Montreal, Nairobi, Geneva, and Bonn. In contrast to the weaknesses of thecurrent International Court of Justice and World Trade Organization system,the IEC would help establish a body of international environmental law initiatedby stakeholders, argued by environmental lawyers, and interpreted by judgeswithexpertiseinthefield.iv)Adopt innovative measures for financing UN system operations. To overcomethe perennial financial crisis that undermines efforts to strengthen the UN andsupport quick-response field operations(eg, humanitarian and peacekeepingmissions),a range of new mechanisms for resource mobilization should beconsidered by UN member states, including:?Alevyoninternationalarmssales? ?A levy on global polluters(eg, a carbon tax or trade-able environmentalpermits)? ?A small tax on currency transfers(known as the“Tobin Tax”, this measurewould also serve to moderate the volatility and unpredictability associatedwithfinancialmarkets)? ?A small fee added to various global services(eg, international travel and the30
