a nation - is the act of donating for those in need, these goals intend to reduce thematerial gap among the nations. Nevertheless, eradicating material poverty alonedoes not a nation rise but sporadically. Many other efforts are necessary, and onlyindividuals can make it happen on behalf of their nations. Inspiring examples aboundin the world.The rise and the decline of a nation are, therefore, a fact that goes beyondthe functions of the UN: they are solely the reflex of the people’s values andaccomplishments, not inter-national actions and programs. Declining of a nation is asorrowful fact, but again in this case only its people is entitled to overcome it, underthe rule of the self-determination of the peoples. As much as the respect for selfdeterminationof peoples is a directing principle within the UN, that is to say, nationsare not subordinated to any other superior authority, an external organization may notintervene nor have any function for this matter. Even the lack or the absence of selectminorities do not authorize the UN to act. However, as an honorable internationalorganization, the UN could and should reinforce the urgent need for establishinggenuine systems of rule of the law; the relevance of liberty and responsibility and, atlast the need for developing the full potentiality of human being. For ultimately, onlythe highest qualities of humanity allow individuals and nations to truly and effectivelyrise.308
