Trained in the latesttechniques in conflict resolution and analyzing the root causes of insecurity,this small and rapidly deployable group of professionals would provide animmediate conflict avoidance resource. It would strengthen the UN’s earlywarning and good offices capabilities, as well as serve as an integral componentofpost-conflictpeacebuildingoperations.ii)Reduce the size of the Economic and Social Council (ECOSOC) from fifty-fourto twenty-three rotating members (including the eight most populous countriesand eight largest contributing countries to the UN system), and strengthen itsmandate for guiding the World Bank, IMF, and UN specialized agencies. ForECOSOC to become a manageable and credible forum for coordinating globaldevelopment policy, it must regularly engage senior finance ministry officialsfrom influential UN member states in streamlined decision-making on the socioeconomicissues at the top of the global agenda. A professional secretariatcould help distil alternative policy options for a revitalized ECOSOC, andfrequent high-level segments could help to ensure greater policy convergenceamong the international financial institutions and UN agencies working atthe country level. Various weighted voting models, involving a country’spopulation size and financial contributions to the international system, should bereviewed and introduced, in order to substantively engage powerful countriesinECOSOC’sdeliberations.iii)Create a new international court for adjudicating transboundary environmentaldisputes. Although the growing number of Multilateral Environmental29
