第17回最優秀賞services, the 2.6 billion people without access to adequate sanitation, and the morethan 260 million children who are out of school at the primary and secondary levels.To achieve the Millennium Summit’s ambitious goal of halving world poverty by2015, dependable and more autonomous revenue sources for UN system developmentprogramming must be secured, as well as the political commitment to povertyeradication from national and community leaders.Finally, the movement toward greater democracy and respect for human rights willembolden progressive governments and citizen groups to work more constructivelytogether on common political, economic, and social concerns, in addition toenvironmental sustainability. Between 1970 and 1999, 113 countries moved fromauthoritative regimes to multi-party electoral systems. However, forty-two statesstill do not practice multi-party democracy, and widespread human rights atrocities-- including genocide and violence against women in the household -- still occur withimpunity(of course, we are all more aware of violations thanks to the growingstrength of the media and human rights organizations).If democratization in theUN system were to accelerate and new institutions, such as an International CriminalCourt, were given authority to punish human rights violators, the world body and itsassociated organizations would become much more effective advocates and adviserson issues of democratic governance and human rights.Together, these five areas sit at the heart of the UN’s global agenda in the 21 stcentury. But is the UN ready to handle such a complex and expansive set ofquestions? If the answer appears uncertain, what are the UN’s major impediments toprogressive change and what are the fundamental steps toward realizing a new visionfor the world organization?25
