第17回最優秀賞will indelibly define the role of the future UN.From the UN world conferences of the early-to-mid 1990s(Rio’92, Vienna’93, Cairo’94, Copenhagen’95, Beijing’95 and Istanbul’96)to the September 2000 MillenniumSummit -- the largest gathering ever of heads of state, a new global agenda for the21 st century is coalescing, and the United Nations is being called upon to championand enforce this agenda. Some of the global agenda’s major features include:? new issues of security? global economic stability? environmental sustainability? poverty eradication? democratic governance and human rightsFirst, conventional interpretations of security are starting to reach beyond thetraditional focus on the security of nation-states to include the security of people andthe security of the planet. At the beginning of the 20 th century, 90% of the casualtiesin combat were soldiers, rather than civilians -- today the reverse is true. Duringthe past decade alone, civil wars resulted in the deaths of five million people andforced some 50 million people to flee their homes. As a consequence of these trendsand related global political, economic, and environmental transformations, territorialsecurity and strict notions of“national sovereignty”are beginning to cede groundto the moral imperatives of human security. People increasingly acknowledge thatgenuine security can be achieved only by investing in sustainable human development,instead of armaments that often serve to fuel tensions and insecurity. The evolutionin the UN away from traditional peacekeeping toward peacemaking and now pre- andpost-conflict peacebuilding reflects this realization.Second, more that ever before, the UN system, including the International23
