In otherwords, through inter-cultural dialogue, the interests of various ethnic, cultural andother solidarity groups can be brought into harmony.The UN is the one and only global forum for the application of such dialogue; itcan take advantage of inter-cultural dialogue to strengthen its capacity to implementthe preventive and resolution measures already offered by many institutions withinits system. A key dimension to the debate over the UN’s role concerns the politicalscientificinterface. One institution that could contribute to the building of such aninterface is the United Nations University. In order to make their contribution felt,UNU experts should hold education programs in the field rather than in Tokyo, withHQ serving as a coordinating base. Such programs should include informal“peaceand tolerance education”initiatives, community-based“civil society education”for thepractice of inter-cultural dialogue, local government initiatives to promote toleranceamong the population, and initiatives to“educate the educators”. By doing so, theUNU can channel knowledge to conflicting parties that may be unable to confrontissues due to a lack of information. Inter-cultural dialogue is well suited to play amajor facilitating role in any of these activities.208
