第19回最優秀賞best to implement dialogue given the complex conditions underlying modem conflicts.As analyzed in the first part of this paper,“humanitarian”military interventionsdo not address the underlying root-causes of conflicts. Even when they save lives,they leave a vacuum that must subsequently be filled-in with the elements of peacefulconflict resolution.As demonstrated in the second part, similar to any other tenet of peaceful conflictresolution strategy, inter-cultural dialogue has its own conditions, methods, and forms.It is successful only when these are carefully considered and appropriate actions areundertaken. Failure to observe them is partly to blame for the current situation, inwhich inter-cultural dialogue is not practiced as often and as effectively as it could andshould be.While inter-cultural dialogue does not resolve all the problems of conflictprevention and resolution in a modern setting, it can still be effectively utilized duringfour major stages of conflict management -- namely conflict prevention, resolution,peace-building and humanitarian interventions. The extent of its application ateach stage of the conflict differs, as demonstrated in the second part of this paper.However, as a principle it unquestionably possesses qualities that can be utilized inefforts to manage the both conflicts between states, and intra-state conflicts that arebecoming international.The overarching message that the application of inter-cultural dialogue shouldimpart to conflicting sides is very clear: such dialogue can build trust betweenconflicting ethnic, religious, clan and cultural communities who often mistakenly viewtheir interests as mutually exclusive. Moreover, it can do so without threatening therespective symbols, traditions, norms and attachments of the groups concerned. Ifsuccessfully applied, inter-cultural dialogue can guarantee a situation where all parties207
