present unresolved territorial disputes. In this sense, cross-border cultural exchangesand cross-border dialogue at the inter-community level can be effective. Therefore,the peace commitment shall extend far beyond symbolic contacts and cultureexchanges and shall involve frank opinion exchange (especially between residents ofbordering districts) on common problems and ways to resolve them. To this extent,the initiatives that would engage various civil society institutions -- public and private,national and international -- are extremely important.Essentially, the dialogue is a pillar and a foundation of the coexistence of the threegreat religions that have deep roots in this region. While it cannot be denied thatreligious extremism and religious manipulation by malicious individuals has given riseto brutal conflicts in the past, these religions have also been, and still are, fountainsof hope, peace and wisdom for people around the world. Therefore, inter-religioustolerance education should be a constituent element in the process of bringing about aconstructive dialogue.Inter-cultural dialogue is also instrumental in inter-state resource disputes andconflict resolution. It can only be re-emphasized that through inter-cultural dialogue,different groups -- socially and culturally marginalized groups in particular -- shouldbe allowed to play key roles in making decisions about biological and culturalresources, in order to ensure the improvement of the well-being of local inhabitants asunderstood in their own terms. 51Concluding notesThere is no simple conclusion to this paper. Its main aim is to raise the issue thatdialogue has been neglected in international and internal conflict resolution, and tounderline the cultural aspects of this process.
