Competition among regional states over resources such as water, oil and gas. 49Above all, any kind of internal conflict within the region could spill over and giverise to a conflict involving the whole region, causing problems such as and exodusof refugees, economic underdevelopment, political instability, and religious or ethnicrivalry. The wide diversity of regional problems suggests that inter-cultural (interethnic,inter-clan and inter-religious) dialogue is urgently needed and should form anintegral part of any conflict prevention and resolution effort in this part of the world.For instance, because of CA’s multi-ethnic nature, effective dialogue in regionrequires the involvement and engagement of all ethnic groups. It requires theparticipation of all, including both minority and majority ethnic groups, which oftenengage in low-intensity conflicts that can not be visibly perceived. A lasting solutionto the conflict can only be achieved through a collective commitment. One example oflocal institution with such a commitment is a Mahalla -- a neighborhood community,which encompasses the representatives of various ethnic groups living in the samearea. They participate in community meetings and resolve all issues of concern,taking into consideration the interests of all residents, without discrimination onthe basis of nationality. As some authors concede, a social context of cooperationenhances the effectiveness of each of the other conflict prevention and resolutionapproaches.
