IV. Inter-cultural dialogue: A Central Asian perspectiveAfter the events of September 11, 2001, many voices have been raised in favorof dialogue between cultures and societies. 44 This call is especially important for theCA region. Aside from the conflicts in Afghanistan and Tajikistan, CA has sufferedfrom virtually every social ill; hyperinflation, skyrocketing unemployment, rising deathrates, deteriorating health care, government corruption and crumbling infrastructure. 45This complicated economic and social situation can be expected to increase inter-statetensions and conflicts undermining the security of the CA region as a whole.The arguments for inter-cultural dialogue in this region are primarily to comefrom the analysis of the following potential causes for inter-ethnic and identityconflicts:461. The combination of multi-ethnicity and economic underdevelopment in all CAstates.2. Present unresolved territorial and border disputes among the states of thisregion.473.
