第19回最優秀賞to consensus building on policy issues, as well as developing norms and settingstandards, should be strengthened through increased attention to monitoring in allfields. It should not be limited just to monitoring but also extended to constructiveengagement with respective national governments.4. In order to do so, it is crucial to harmonize the agendas and budgets of UNprograms and agencies. This point is important not only for implementation of interculturaldialogue but for any strategy that the UN and its programs and agenciesmight be willing to accept. What damages the system at present is that every UNinstitution has its own goal, its own means and its own priority. The perspectives of allUN programs and agencies should be unified in order to increase its efficiency. Whileevery organization has its own focus, (UNESCO: education, sports, communicationand culture; UNICEF: protection of children; UNDP: development. etc.) their efficiencywould increase if they were to merge their efforts and resources and concentrate onthe same objective. The measures of harmonization and adaption to local conditionsare critical in this respect.5. In close connection to the point mentioned above, the UN should develop acapacity that would be flexible to cultural, religious and ethnic differences of the statesconcerned. Such is the interaction between global and regional structures. Thereis a need to develop a mutually supportive and reinforcing system of internationalorganizations. The UN can and should play a more active role as facilitator among theregional structures, which normally stick closely to the principle of regionally-baseddialogue between ethnic groups, cultures and religions. This type of system offers awider range of instruments and greater flexibility for conflict resolution. It can enforceand reinforce the UN’s global structures, its programs and its agencies.6.
