II.I. Seven points on regional organizations, international conflicts and inter-statedialogue1. In the UN, there is an official hierarchy of committees and sub-committees and asemi-official system of groups of states formed on the basis of geographic or economicproximity. 32 They can facilitate inter-cultural dialogue at the state level. In the case ofCentral Asia, for instance, such a group comprises of the Central Asian countries andother states of the former USSR taking part in the CIS observation mission. The“6+2”group working on Afghanistan is another example of institutionalized multilateralism,within which the inter-cultural dialogue can be developed.Careful study of several cases suggests five prerequisites for effective dialogueaimed at resolution of a certain problem: (a) timeliness of action; (b) a sense of urgencyamong outside leaders; (c) clarity of purpose; (d) the existence of an encompassinginstitution; and (e) leverage. 332. In many negotiations in the past, concession was a predominant approach. Whatis offered by dialogue within a multilateral diplomacy scheme (such as the UN) is amutual compromise, which is neither capitulation nor a sign of weakness. The art ofcompromise is concession in secondary matters, not in principle. 34 Dialogue in pursuitof compromise should consider cultural differences, religious beliefs and identityattachments to be of utmost importance to each state. Therefore, demanding aunilateral concession in these areas would likely fail. By contrast, mutual compromisecan succeed not just in resolving disputes but also in building trust betweenreligiously, ethnically, and culturally contrasting states. Inter-state dialogue on acultural basis within multilateral frameworks, despite being time-consuming, is aneffective safeguard against the hegemonic intentions of interested parties.3.
