Constituent elements of“inter-cultural dialogue”in peaceful conflictresolutionInter-cultural dialogue within the UN system of multilateralism is cruciallyimportant in various types of conflict management. Such dialogue requires a“lengthysequence of formal and informal communications, consultations, and meetings withactors whose inputs into the definition and resolution of the conflictual [sic] situationvary widely in substance, tactics, time and effect.”29 Nevertheless, consensus is in placethat“individuals, groups or nations with different cultural backgrounds must oftennegotiate about their conflicting interests, beliefs or values, and sometimes they mustwork closely together in organizations”. 30Similarly,“organizational effectiveness willbe much impaired if people from different cultural backgrounds cannot work togethersuccessfully”. 31Despite the number of risks, the UN conflict resolution mission would greatlybenefit from adhering to the dialogue described above. The possible role of the UNconsists of promotion of (inter-cultural) dialogue at two possible levels: (a) Inter-statedialogue within a framework of regional organizations and (b) Inter-communal dialoguebetween and among various solidarity groups.
