UN approach to conflict resolution -- namely, tolerating and endorsing“humanitarianintervention”.The second section creates a conceptual framework to examine why and howinter-cultural dialogue, reconciliation, cultivating a culture of peace and tolerance,and building confidence among representatives of different religions and ethnicitiesshould form the basis of any strategy for peaceful conflict prevention and resolution.This part of the paper aims to address the main question, what are the constituentelements, methods and forms of the“inter-cultural dialogue”component of peacefulconflict prevention and resolution strategy? By attempting to answer this question,the paper posits two pillars of inter-cultural dialogue: (a) Inter-state dialogue withinmultilateral and regional institutions, and (b) Community-based inter-culturaldialogue in areas where there is imminent threat of conflicts becoming international.Importantly, this part also offers conditions, methods and forms of inter-culturaldialogue for successful engagement and eventual conflict resolution.The third part of this essay analyzes the relevance of inter-ethnic dialoguein respect to four main types of conflict management: conflict prevention, conflictresolution, post-conflict peace-building and“humanitarian intervention”. The differenceamong these stages will be briefly explored and the role of“inter-ethnic dialogue”ateach stage is to be highlighted.The fourth part will discuss the application of inter-cultural dialogue to theCentral Asian (CA) setting -- a typical example of a multiethnic region in a transitionalstage, under present and potential threat of inter-state conflicts. While the focus ofthis part is on the CA region, it does offer lessons for other regions facing similarproblems and issues.The final part will then make concluding observations about what is the role of182
