Step 3. The project could be steered by the UNESCO’s Assistant Director General forEducation. A Task Force, already preparing a comprehensive strategy to operationalisethe Dakar Framework for Action could also draw up the Charter of the GET.Step 4. The UNSG could request a member country to provide land for locating theGET. A modest headquarters could be constructed thereon and funded by the UnitedNations. In the interim the UNESCO could provide the expertise of the UNESCOInternational Institute for Educational Planning(IIEP), the UNESCO InternationalBureau of Education(IBE), the UNESCO Institute for Education(UIE)and, inparticular, the UNESCO Institute of Statistics, to prepare the program of action andguide the project in its initial years.Step 5. Establish the GET to commence functioning within two years of passing ofthe General Assembly Resolution.Step 6. Once the Global Education Trust has found its moorings it should becomean umbrella organisation assisting all agencies involved with the non-formal andvocational education program.What the UNU can doThe United Nations University has a very significant enabling role to play infacilitating the decision makers and policy formulators of the developing countriesto benefit from the learning experience of the developed countries and the vastexperience of its academic fraternity.
