第29回奨励賞is also important. Regular resources are just a small part of the UNDP budget. Itreceives the most significant amount of funding through voluntary contributionsfrom countries and charity funds. Japan is the most prominent supporter of UNDPs,with $510.30 million 21 making up about 10% of the total budget. The European Unionand the European Commission together contributes almost the same amount asJapan. The USA and Norway are also important supporters, although their voluntarycontributions amount to half and quarter of that of Japan respectively.Despite of these contributions, the UN budget remains limited. Secretary GeneralBanKi-moonstatedinaninterviewin2012:“Last year, global military spending reportedly exceeded $1.7 trillion ? more than$4.6 billion a day, which alone is almost twice the UN's budget for an entire year.This largesse includes billions more for modernizing nuclear arsenals decades intothe future.”22Although it is reasonable for states to increase their security, it should be kept inmind that armament is not the only, and perhaps not the most effective way to doso. As it has been stated several times in this paper, poverty and oppression causeviolence. Eliminating those through the promotion of economic development anddemocracy could be more effective and indeed less costly than developing weaponsfor deterrence. There are three main arguments for that. Firstly, as the democraticpeace theory claims democracies do not go to war with each other. The number ofdemocracies has significantly grown in the past half century and in fact none of thosecountries which democratised has launched war against another democracy.
