Institutions such as the United Nations University should provide the learninginputs to the decision makers and policy formulators of government bodies.The question that now arises is what are the resources that are required andhow these are to be managed.A Question of Resources: If We Can Dream It We Can Do ItTo begin with an appreciation of the resources required meeting the stateddevelopment goal of Education for all would be appropriate. The World EducationForum estimates that such a program would cost in the order of $8 Billion annually. 16This caters to removal of illiteracy. If vocational education is also included therequired resources would probably be closer to $11-12 Billion. In addition, the UNUbudget would need some upward revision too. So therefore a working figure would beabout $12-13 Billion annually. A difficult figure? Not really.How do we generate these resources? The first option of member nations ofthe United Nations increasing their subscriptions to meet the requirements of globaleducation is unlikely to be successful. The second option would be to request the goodSamaritans and charitable foundations or NGOs to come forward but they do notpossess this magnitude of resources. There must be a third option and there is.To locate these resources we need to objectively appreciate some interestingfacts.
