第29回優秀賞The Trusteeship Council especially worked successfully in Namibia (Joyner, 2004).According to Freedom House (2013), Namibia is a Free state in 2012. Namibia wasunder the League of Nations Mandate System before 1945 (UN Department of PublicInformation, 1989: 167). After illegal occupation of South Africa in Namibia (formerlyknown as South West Africa) since 1946, the UN controlled Namibia. In 1976,interim government of Namibia was established, and the UNSC requested the freeelections under the supervision and control of the UN (UN, n.d.a.). The UN TransitionAssistance Group (UNTAG) was established to“ensure the free and fair electionscould be held in Namibia”(UN, n.d.a.). The UNTAG tried to make conditions of freeand fair elections in Namibia, which was a colony for more than 100 years. Peopleover the age of 18 could vote and in November 1989, and election for ConstituentAssembly had done with 97% vote of registered voters. The UNTAG was dispersedafter the election (UN, n.d.a.).Namibian example shows that similarity between the Trusteeship Council andthe UNDC. The UNDC will work on states where people did not have freedom andelection for a long time. It is exactly the same situation with Namibia. As alreadymentioned, Namibia is listed in Free states and the work of the Trusteeship Counciland the UNTAG should be seen as a successful one. Instead of establishing the UNDCfrom the beginning, it should be based on the experience of the Trusteeship Council.It will make it easy to establish the UNDC and the work of it will be successful.ConstraintsAlthough the UNDC should be established to prevent disputes which become athreat to peace, there are some constraints.
