To introduce industrialisation, the UNDC should cooperate with other UNagencies such as UNDP and the International Monetary Fund (IMF). Reducing povertyis one of mandates of the UNDP. Reducing poverty is the first step to industrialisation,because it guarantees to secure lives and people will be able to work. Otherwisepeople will steal things from others, and they do not want to work. Since developmenttends to lead to industrialisation and democracy, states where the UNDP works aremore likely to be democratised. Also, the IMF is important. Egyptian governmentsigned the Structural Adjustment Programme (SAP) in 1991 and privatised nearly 200companies (Lesch, 2011: 37). Moreover, as we know, there was an uprising in Egypt in2011. In addition, there was a protest in Cameroon in 2008, and it signed the SAP (Amin,2012: 27). Cause and effect between the SAP and demand for political rights is unclearbut there seem to be a correlation between them. Economic reform probably makespeople seek their political rights. The UNDC should work with organisations such asthe UNDP and the IMF.Similarity with the Trusteeship CouncilSince the work of the UNDC is similar with the Trusteeship Council, the UNDCshould be based on the Trusteeship Council. The Trusteeship Council was createdto supervise Trust Territories. However, with the independence of Palau in 1994,the Trusteeship Council is suspending. Although it remains today, the meaningof existence is questionable. While the Trusteeship Council aims at“progressivedevelopment towards self-government”(UN, n.d.b.), the UNDC aims at creating thebasis of self-government, which enables people in the state to be able to govern theirstate. It shows that the UNDC and the Trusteeship Council share the same objective.For example, the Trusteeship Council worked on the election as the UNDC will work(Joyner, 2004).1008
