If more than two-thirdsstates agree to do, the UNDC ask the state to accept a field team sent by the UNDC.If the state accepts it, the field team will be sent. If the state rejects it, the UNDCreports to the UNSC because it can be a serious threat to peace. In this case, theUNSC is expected to consider applying Pillar three of R2P to“respond collectively ina timely and decisive manner”(UNSG, 2009: 9).In a field team, staffs in many UN agencies should work together since thereare many aspects to democratise state. Democratisation and industrialisation will bemain areas of work. A field team reports the work each year to the UNDC. Whendemocracy seems to be consolidated, there will be a vote of the UNDC to ask thecontinuation of the mission. If more than half states agree to end the mission, theUNDC team ends the mission and the state will be listed as Free states.DemocratisationThe UNDC should help democratisation. It should aim at“transplacemant”, theterm coined by Huntington (1991: 114). Transplacement is a democratisation processthrough cooperating autocrats and opposition (Huntington, 1991: 114). It requiresnegotiation, which is a risk for both (Huntington, 1991: 152, 155), but when the UNDChelps them as a negotiator, it is possible. Huntington (1991: 114) suggests two otherpossibilities: transformation which is a regime initiative, and replacement which is anopposition initiative.
