industrialisation is important to democratise states. Establishment of the UNDC willhelp democratising states, but it will be technically difficult to create it from thebeginning. However, it can be transformed from the Trusteeship Council because thearea of the work is similar.OverviewThe UNDC should be a principal organ of the UN. Since democratisation is acrucial issue, which can be a cause of armed conflict, the UNDC should be a principalorgan. Also, due to it is a sensitive issue, many states from various regions shouldbe members of it. The UNDC aims at meeting Pillar two of R2P, helping states’responsibility to protect citizens (UNSG, 2009: 9). The UNDC should report humanrights condition in all states initiated by the state, with the assistance of NGOs andlocal specialists, once every three years. The report classifies states to Free states,Partly Free states and Not Free states. The UNDC should make clear that stateshave responsibility as the UPR does. NGOs and local specialists should involve in theevaluation of human rights condition. Reports published by Freedom House, AmnestyInternational and Human Rights Watch are detailed and useful to see human rightscondition (see Amnesty International, 2012; Freedom House, 2013; Human RightsWatch, 2013). They show potentiality of NGOs, and they should contribute to makethe report. In this paper, terms Free states, Partly Free states and Not Free statesare used as they are used in Freedom in the world (see Table 2).Representatives of states listed in Partly Free states and Not Free states areinvited to the UNDC conference to explain the condition of human rights directly.The UNDC provides recommendations to democratise states with a load map. Stateshave some time to improve the condition. The time is depending on the seriousness ofthe violation of human rights. If the violation is a serious one, state has to reform in a1004
