is a subsidiary body of the UNGA. The Commission on Human Rights (CHR) wastransformed into the HRC in 2006. System of the Universal Periodic Review (UPR)is important in the HRC system. This system requires states to submit the 20-pagereport of human rights condition of the state. It was effective to show states areresponsible to respect human rights. Also, the HRC emphasises on democratisation,not only for protecting human rights. The HRC believes that human rights can beprotected with democracy and the rule of law (Ramcharan, 2011: 8, 11). Since formerCHR could not work effectively for promotion of democracy, mandate of the HRC forpromotion of democracy was strengthened (Ramcharan, 2011: 71).However, there are issues of the HRC. First, the HRC does not focus on theconsolidation of democracy. The HRC recognises that democracy is important toprotect human rights, but it focuses on human rights short-sightedly. Democratisationis difficult to be achieved without industrialisation as discussed later. Recent the Arabuprising shows that people demand democracy, but democracy does not consolidateeasily without industrialisation because it can make a culture of democracy. However,the HRC does not work for industrialisation since the HRC just focuses on protectinghuman rights. There are some organisations to work for industrialisation, but the HRCdoes not work for it. Although industrialisation is crucial to consolidate democracy,the HRC does not focus on industrialisation. As a result, the HRC cannot promotedemocracy.Second, NGOs are marginalised in the HRC. While NGOs are significant actors forhuman rights protection, they are not respected enough. There are well-known andreliable human rights NGOs such as Amnesty International and Human Rights Watch.Also, the number of staffs of the UN is not enough to examine the human rightscondition all over the world.
