第16回佳作In closing, the dilemma of ethnic conflicts is a dilemma that is deeply entrenchedin the sovereignty of the state. Ethnic conflicts are by their very nature founded onideological, cultural, religious and historical factors and are therefore difficult to bepoliced by an imposing authority such as the UN. To make things even more complex,the concept of ethnic conflict has an ambiguous status under international law. Forthese reasons, amongst others, the only answer is to get to the problem before or atthe fertile stages of its beginning. More specifically, by placing a greater emphasis onthe need for negotiation by establishing mediation centers throughout, the UN willbe better equipped to deal with ethnic conflict. Not to infringe on the sovereignty ofthe parties, the chosen mediation process is left entirely up to the conflicting parties.The role of the UN as the mediator is not to impose a solution but to meet the needsof each party throughout the process. It is important for the best results that thenegotiations are conducted in an environment free from the immediate threat anduse of force. It is encouraged that as many participants as possible are includedin the process so as to maximize the chances of a peaceful resolution between theparties. If however, after lengthy negotiations the conflicting parties are unable tocome to a mediated agreement and bloodshed continues in shocking vein then armedintervention is necessary. However for this intervention to be justified then there mustbe universal consensus from a broad range of states. To this end it is recommendedthat the structure of the Security Council be revised to include, at the very least, anadditional seat of Middle Eastern or African descent. It is furthermore recommendedthat the veto power of Security Council members be removed. It is expected thatintervention after extensive impartial mediation resolved at the majority consensusof an expanded Security Council, is likely to be interpreted as a lesser infringementon the sovereignty of the invaded state.
