第16回佳作is a far cry from 60,000. By having a UN presence on the ground prior to the conflictas per the recommendation, whether it be in the form of a mediation center, it islikely that the UN will have better communication channels and hence more accuratereports of the goings on.The concerns pertaining to the image of the UN lends to the third justificationfor the UN as a peace mediator. The rise in predominance of non-Governmentalorganizations(NGO’s)not only in their work in alleviating world poverty, populationdisplacement and health and education over the last decade or more but also inthe role of advising and influencing Governments has been instrumental. We onlyhave to look so far as the 1999 Nobel Peace Prize winner, the medical humanitarianorganization,“Doctors Without Borders”, not to mention the thousands of other NGO’sthroughout the world to evidence such a rise.Furthermore NGO’s do not necessarily carry the aforementioned stigma that isassociated with the UN and are perceived as a less threatening presence. The roleof the UN in its various agencies and arms should be reduced over time to giveitself up to NGO’s whilst presenting itself as the mother or umbrella organizationfor world peace and prosperity. To take this idea further the UN must develop itscommunicative and orchestrating role with other NGO’s working in the various areasof humanitarian relief. This point is not to be understated; that the UN dilutes itsrole across its broad range of agencies to focus on the core function as an umbrellafacilitator/mediator for matters of international affairs. It is important that the UN,as did the World Bank, becomes receptive to its criticism and embraces its need tochange. Certain matters such as ethnicity is not in the long run able to be overcomewith the use of the sword -- whether it be indirectly through sanctions or directuse of force(either directly or indirectly through NATO or other external military891
